Phone connection

Sorry about talking shop in the Lounge, but I couldn't find an appropriate forum for my question.

I have a windows 98 computer at home NOT connected to the net, and I would like friends and acquaintances in my town to be able to dial in to this windows box and retrieve files.

This would be a basic dial in from the same telephone exchange (not long distance). I would just connect the phone line into the modem.
This windows computer would NEVER be connected to the net.

I don't know how my friends would connect to me. I expect they would have to set up a "Dial Up" connection just for my phone number, right?
(jeez, I haven't used windows for so long, I forget all that stuff... )

Do I need specific software to make this possible?
Do I need a special set up for the win box?
I don't think this has anything to do with Network Neighborhood, does it?
I would not be connecting to others myself. My windows computer would just be for dial in, not dial out (this is probably not relevant)

Your suggestions about how I can set this up would be most apreciated.
