Visual SourceSafe query

I’m trying to work out a few things about Visual SourceSafe and one of them is this. If I want to send a shell application, after bringing it to a stable state (after having developed the shell app.), to a team at another location for final development do I create a separate Visual SourceSafe database and then ship the database file to the other location? Or, do I use the Pack. & Deployment Wizard from within SourceSafe to create a master copy when I’m done and ship that to the other location?

Can you help?
