Has anyone used this (development framework)?

Its touted as something similar to ruby on rails, ive loaded it, and tried to follow the tutorial on creating a blog engine, which they alleged I could do in 15 mins. this is a total load. It took 15 mins just to get it configured.

Anyone else have any experience with this? Any thoughts?
