Any software to understand the content and categorize it?

We receive feedback on our website everyday which we need to read and take action(assign to the team, just mark it as obsolete,
call customer etc)

For example, customer saying
"I am very happy with the sales,thanks" should be categorized as "Complement"

"I am not able to place the order, will never come back " should be categorized as "Checkout problem"

etc

So, understanding the words and the final intent is the key

We need a software which can understand and categorize it. In the beginning we can check if the software is doing the things correctly and if not we can manually edit the wrong categorization which this software should be able to understand
Any existing software to do this
We have rules to define the categorization

There is no software that can understand the words or intent of a sentence written in a human language.

You might be able to write software that can approximately categorize these things. What sort of rules have you defined for the categorization? The rules that you have thought of might help define the algorithm that you need to use.

For example, if a message contains the word "happy" you could tentatively categorize it as a complement. However, that would miscategorize messages where the person writes "I am not happy".

You could take that a step further and define the rule as "happy" not preceded by "not". However, that would miscategorize messages where the person writes "I would be happy, but your product sucks".

You see how this breaks down quickly, you can come up with an approximate solution but it still needs to be manually verified. Human languages are simply too complex for current technology to interpret with an acceptable degree of accuracy.
