Automatic Notification

I am updating Hot Topics part of my batch website every time I found new nice topics to discuss. Currently I am sending notifications to all my classmates for the updated website page.
Is there a way to do it in Javascript to automatically send email notification to all my classmates everytime I change the "Hot Topics" page????
Please guide me on where to start, what will i need, etc. Btw, I am still new in Javascript.

Yes I manually update the HTML page. What I want is that is a script that will detect if theres a change of the webpage and a script that will send the updated webpage link to my classmates.
