Of course, one will combine development of pages with scripts one writes and one will make full use of macros and re's.

I think the best tool for your needs is EditPlus. This is a great editor for all scripting and HTML. It is full of features and easy to use like Notepad.It recognises syntax for many languages including PHP, Perl, Java, C++, etc..

Use Adobe GoLive for html and php, it works well using the asp tags, everything is a graphic marker, you can click on and edit. The syntax colouring is good, there are a few things that don't highlight...

Dreamweaver under windows and Vim with syntax highlightning under Linux.
But you can spend more time learning Vi than PHP

editplus is the best, it loads in a sec, not like homesite that takes some minutes on my comp (600Mhz/256MB ram), editplus handles large files very quicly, its posible to download extra syntax hiliting files from their website

I use EditPlus to write some PHP and HTML pages.
I think it's pretty good and simple.

As the alternative you can use UltraEdit.
That's if u want some softwares which are not too "big"
The "big" ones are HomeSite, DreamWaver, etc.

The rest is up to you !!

I use a mac, and my editor of choice is Alpha. I've tweaked it enough to where the syntax highlighting is working well and the editor itself is very clean and minimal, yet packs in a lot of features. It's TCL based so you can go in and tweak a lot of stuff. I much prefer it to BBEdit, mostly because you can go in and add the php keywords and stuff, which BBEdit doesn't support. However, the state of affairs regarding PHP editors on the mac isn't all that great. They're pretty much non-existant. There is a new editor being beta tested right now called Pepper with built in php support, so that should be pretty interesting. I'd like to hear what other Mac php coders (if there are many more) are doing out there.

I use Visual Slickedit 5.0 (http://www.slickedit.com). It has native PHP tagging and syntax Highlighting as well as Java, C/C++, HTML, JavaScript, and many, many other languages. It has a powerful macro language and inline syntax expansion for PHP and all other languages supported. You can also add anyother language or update existing ones.

The only drawback is the cost. It runs about $299.00 but is well worth the price. If price is a concern IDM's UltraEdit ($30 - http://www.UltraEdit.com) is a very good product. I used it for about 2 years before I purchased SlickEdit.

The best editor for Windows has got to be Notetab.

It's a great text editor, and there's downloadable add-ons for PHP and anything else you may work with.
