CPanel seems to be the most used for this at any rate, but it's far from the cheapest...

Sorry I should have specified that I was looking for a Windows package. I have a older P3 that I was going to use as a web server so I can start learning PHP, and mySQL.

Thanks again for any advice.

Ahh, no commercial package then, well I use phpmyadmin to administer my MySQL databases, it's a free web frontend to MySQL, there's also a program provided by the MySQL developers, I don't know it can modify the database yet though., but you can find it here.

As for a free ide, I wouldn't directly be able to name one, eclipse can do php with an appropriate plugin I suppose and Zend studio is the renowned (also because of the price) IDE produced by PHP's main commercial contributor... If you just need an editor with syntax hilighting then Scite might be what you need (http://www.scintilla.org/SciTE.html).

try http://sourceforge.net/projects/foxserv/
i used it years ago. the only trouble i had with it (on a couple of installs) was the dll's that come with it didn't replace existing dll's and after some fooling around i found i had to manually copy the dll's and replace the existing ones.

check it out.

Not sure if there is anything better, but I really like xampp. When I was programming in PHP I used it all the time. I use it mainly on linux, but it's mainly because of easy access to cvs, ftp, ssh nothing really xampp related.
