Best Widget Development Platform/Universal Widget Platform

Hi,

Does anyone have experience developing on multiple widget platforms. What are the easiest/hardest platforms to develop for, particularly of the open source platforms?

Also, does anyone know how the site snipperoo works--it's supports any widget no matter which platform (yahoo, google, etc.)--is it hard to create a universal widget platform as such?

Thanks for any thoughts/shared experience!!
