Billing and Payment software application processors

Hello,

I am currently building a web application that will have members who can be charged annually, quarterly, monthly. There will also be functionality on the site that can be charged as a one off payment.

I am looking for a billing application that can be integrated into my application that will take care of this for me, including letting me know when payments have been declined by banks, when cards have expired etc. Also if any application caters for the easy refund of money to a client, that would also be great.

Can anyone recommend anything? Also, we're based in the Euro zone so really need it to be able to handle euro payments.
