build a windows program

Hi,

i need to build a windows program that the client will type a code and the program will retrive from 1 page on the internet some data and will show to the client...

what would be the best language to make it ?
it needs a nice interface... will run mostly at windows

thanks in advance...

if you guys could recommend me some tutorials would be nice too.
