CMS/editor question.

I'm looking for an open-source CMS.
I have downloaded and tested several CMS's, but haven't found what I want yet.

It has to meet the following points:

- It should be written in PHP.

- The contents are NOT stored in a database. I want to use the CMS on already existing sites which are mostly HTML. And future sites will probably also still have most of the contents in HTML pages.

So other people have to be able to edit existing pages and add new pages to a site.

- The CMS should have some kind "editable regions" feature.
Similar to the editable regions in DreamWeaver, so that people who are editing a page can't screw up the entire lay-out of a page.


I have found one CMS that pretty much has all of the things I want, WebEdit Professional, but it has all kinds of licences.

So I'm looking for a CMS that's similar to WebEdit Professional, open-source and free.
