CMS's Yet another request for help

Seems like there's a lot of us mulling over the huge number of CMS's out there right now. I have a fairly specific question for anyone out there. I'm in the process of selecting a CMS for a local non profit that would like to build its web presence into a community for non profits that will hopefully encourage a larger community involvement.

The major item that I can not find support for is creating something similar to a ratings system for posted articles. These used to be used on a lot of sites out there a few years ago. MSN still uses one "Would you recommend this to a friend?" at the bottom of articles.

I would like to also be able to track who rates what and the rating given.

In addition it must be open source, and preferrably Perl or PHP based.

Any ideas?
