How to create branch using wincvs 2

hi..

When I create a branch on file yup.txt it said:

cvs -z9 tag -b -- 1.6.1 yup.txt (in directory C:\Temp\xampp\htdocs\tut\)
cvs [tag aborted]: tag '1.6.1' must start with a letter

anyone got any solution?
