Intranet Redesign - Portal/Wiki/Blog

I'm looking for an all in one package for our Intranet. At the moment I am the only one that make edits ... but I think the staff would use it more if we were to upgrade to something they could edit as well.

I have heard from others in the field that are using TikiWiki and I'll be testing that out. But I was wondering if anyone else had a different recommendation.

I have used PostNuke in the past and wasn't happy with it ... but then again it was only for a personal site.

We need something free (we're non-profit) that allows up to 40 users ...

It will be used as a way for the managers to post news for the staff, as a bouncing off board for all work within the office, a place to post your help desk questions (we would have a separate package for this), a place where anyone could edit procedure related pages, a place where only HR could edit office policies & benefits ... etc.

So we'll need some security (logging in) and the ability to link to other packages ... including some I've written in house.
