CSS is (for the most part) a better tool for layout. Tables were used as a hack because CSS wasn't around since the begining. Now that it is around and supported by all major browsers there is no need to continue using tables.

Frontpage 2003 doesn't suck. Frontpage 2002 and all previous versions suck, but 2003 is actually a decent editor.
