Knowledge management system development

Hi All,
I am planning to build a knowledge management system.
Can someone help me out with letting me know if there are already built systems/tool which I can change/customize according to my needs.
I need features like
1. Ability to submit and approve the documents
2. to distinguish the registered users as simple, Super user etc and divided across departments
3.To restrict the specific documents to users based on the group he belongs to
4. To restrict specific documents for download and others only for reading in browser
5. Faster search of documents using keywords(even inside pdf and word, not sure if its possible)

Well, Drupal etc are CMS
Are you saying use Drupal and then add extension to it?

yes, Drupal has a lot of good components already installed, but you'll need another I think. Joomla is another good place to look for the proper extension you need. Look at both sites (www.drupal.org and www.joomla.org) and see if you can find the extension you need.

I am using remository right now
http://www.remository.com/ (its for joomla)
Docmgr also looks good and I will give it a try
But I wish there was a more robust system like Documentum!

I use Docman - I think it's pretty good but the guy who developed it stopped working on it before it was completely finished... it's still the best IMO.
