I used to use nuspeheres phpEd which has a fully integrated debugger. But more recently I've moved across to a very simple editor which supports context highlighting like Crimson.

There can only be one real choice, surely? Vim all the way, baby! It's even available to you windows users via cygwin! Give it some good syntax highlighting rules and start wondering how you ever survived before.
