Putting brief commercials before a video?

I have a client who has produced a number of videos he would like to put on his website, but he would like to precede the video with a brief video ad, as many websites do, and then of course track viewing to appropriatly charge his advertisers.

Presumably the video would be .flv, using flash player and that's not hard to do, but I assume there are some 3rd party tools & companies that do the tracking, etc. Any suggestions?
