Subversion User Restriction

Dear Friends,

Is there any way in subversion to restric other users from modifying a file when some one else is editing it?

Options - making it read only for others / making the lock symbol, a permenant lock until someone release the lock etc.

Subversion will allow you to lock a file that will prevent others from editing the file, unless the other person steals the lock from you. (This is not designed to be an access control mechanism)
