Unable to login to FrontPage with other users

I have my site on Win2k3/IIS 6 with FPE enabled. I can login to FP with my FP user login with no problem. Then I go to the admin page and add another FP user accounts. But I can never login with any user account other than the original user account. Even create a new subweb and assigned those new user accounts to the subweb and still can't login to the subweb using them.

I heard someone mentioned about permission issue with either IIS or NT permission. Anyone know anything about this? Any help will be greatly appreciated!
