What is required to build your own payment gateway?

What is required to build your own payment gateway, can i do the codes in PHP, and what it requires to link to the banks, and what are the security protocols that I will have to follow.

and is there any good and reasonable priced payment gateway, what would u guys recommend, which will work for all currencies, especially for some clients in sout east asia.
