User Interface Designing Tool
Does anybody know of a good and free "Designers Tool" i can use to design the interface for the programmers.
I can't use the program they are using for writing script - i guess it's considered trespassing of sorts.
And i wanted it to be easy so some of the other client reps can use it to.
Looking for something almost like "Windows Paint" but with some predefined templates (list boxes, combo boxes, frames, etc).

Try Basalmiq. It is a web based UI design tool that lets you design and annotate GUIs. The interfaces deliberately look hand drawn, since the important part of interface design should be the functionality, not the details of the look. Having a pseudo-hand-drawn mockup stops people being distracted by superficial appearances.
It is not free, but there is a free trial.

Your comments about "not paying attention to superficial specs" describes my next delema: I don't want the programmers to stop 'thinking' about design; i'm worred that by designing it they will feel their territory is being stepped into and i'll suffer some consequences....
How could programmers be so logical, and yet so sensitive...
