Unhappy DNS problem perhaps?

One day I am browsing, shraing, mailing.
Next day, able to dial-up, able to ping IP's
NOT able to browse, share, mail.
Tried typing IP directly into address bar of both Netscape and IE, failed. Spent two hours with ISP techs to no avail.
I can browse fine when I hook up laptop. I have replaced all winsock files, re-installed win98. Nothing works...Any ideas?
