Fail dns

I have comc@st i live in jackonville fl Im using. WEBSTAR 2100 modem
its a modded modem plug and play
also its ran to my router from port 1 to my satellite receiver sonicview360
i enter my code ip address and i get dns fail no matter
if i use dns numer 8.8.8.8,or 75.75.75.75.
can a cable company isp block a dns to go through
