    I was wondering if I needed to have a dns server on my server if I wanted to allow people i'm hosting to use domains.

    The people who use you as a host don't need you to host their domains. They can go elsewhere to find people who host domains. However, I recommend that you do provide the service to host their domains. There is no cost to you for doing this. They're the ones who buy the domain. All you do is let them know the address of your DNS server(s) and provide some means of letting them modify their zone file - also a relatively easy thing to do if you know a server-side scripting language, and can dynamically tell the dns server to update its zones (I'm only familiar with BIND, which is capable of this). The extra bandwidth use for providing dns services should be negligable.
