if you are on linux, type "whois www.domain.com" or "whois 1.2.3.4".
on windows i think there is no preinstalled tool for whois. you can use: http://www.ripe.net/

or here's a webbased solution coded with joy by me.

Whois Direct examples:

Either enter the IP directly:
whois 68.51.39.58

Or enter a name server then click on the IP:
whois ns1.dollardns.net

DNS Crawler example:

Enter the IP and click 'Reverse IP'
dig -x 68.51.39.58

I also wrote a windows commandline whois utility (open source):

http://www.dollardns.net/whois/whois.zip

I gotta brag about that other windows whois utility being 68 KB in size and mine is only 8KB.
