Not getting IP address

Hello,
we have 2003 server, it was working fine.
I had deleted DNS and DHCP, and re-configure.
Now most of clients get IP address automatically, but a few of them do not get IP address and I have to assign them manually on client machines.
Any idea?

Make sure DHCP client is running and do some packet sniffing to see if the DHCP request was sent, and if a response was recieved.
