This is not a DNS related question, but I'll answer anyway since there doesn't appear to be a "generic website help" forum. It's not webdesign related, it's not apache specific, it's not precisely linux specific though that's usually found only on linux systems.
Basically a tilde is used in the linux system as an alias for the user's home directory. So for example, the URL you gave me would get the file from the following path on the linux webserver: /home/pomnim/html/index.html
