zone entry with 3 nameservers

If a domain has 3 nameservers, should it also have three NS records?

IN NS ns1.ns.com.
IN NS ns2.ns.com.
IN NS ns1.ns.net.

does the "IN SOA" need to be altered in any fashion?

That's exactly what NS record is for.
