Setting up nameservers on two networks
Some background - my company does hosting and we also manage DNS. I setup our DNS on Zerigo (zerigo.com) but after a few DDoS attacks on their DNS we decided we needed some redundancy in our DNS. I copied all of our DNS data to Rackspace cloud DNS and updated the second nameserver to use Rackspace's first nameserver.
ns1.mmhosting.ca points to Zerigo (a.ns.zerigo.net (220.127.116.11))
ns2.mmhosting.ca points to Rackspace (dns1.stabletransit.com (18.104.22.168))
I have the nameservers registered through my registrar.
So, the problem I am having is now that ns2.mmhosting.ca is on the Rackspace network there are no queries to ns1.mmhosting.ca.
The way I understand it, ns1.mmhosting.ca should be queried first and in the event that it is unreachable, ns2.mmhosting.ca will be queried. But that is not the case.
Can someone provide insight and/or let me know if there are any issues with my set up.

Name Servers are round robin. So it could just be a coincidence that all traffic is going to the cloud. However its possible ns1 is having connection issues causing everyone to fail over to ns2.

It doesn't work that way, it could be either of the two first.
