Completely burned out...help?

I'm trying to design a school's website, but keep running into huge problems. I'm not much with actionscripting, but I spend a lot of time at flashkit. The problem is, I try to follow the tutorials, but none of them ever work. I try downloading examples and changing them to my benefit. Something always goes wrong. I need someone to either teach me how to do what I want to do, or do it for me. I'm extremely frustrated. I've made a background and border and such, and a custom cursor. The navigation I want to be a small icon in the upper right that, when moused over, animates the rest of the menu items and brings them out of hiding. When you click on one of these, it brings up a translucent window with information in it(although I don't think you can put pictures in a text box?). Anyway, the windows should be draggable and closeable. If anyone can do this or help me out, I would appreciate it. Ask, and I'll attach the .zip file for what I've been working on.
