is it possible just to write codes just to make an animation? for example, i've drawn a hand in flash then i want to move it's fingers using codes only so that i can save time instead of drawing frame by frame the movement of the fingers.

yes it's possible and people have made incredibly impressive script-only animations but for something like that you may be able to take advantage of good old tweening - no need to draw anything frame by frame and unless you want it to be highly interactive (eg allow users to grab fingers or something) it will be a lot less trouble. there would be a good deal of code in doing it with no tweening.
