Dreamweaver table widths keep changing.

I have a design where I want the column widths the same on alle the pages. I've tried it both using a template and not using one.

But the widths keep changing. So that in the end none of the pages look the same. And when I try to correct the width it doesnt change, even if the number in Properties does. This is very annoying and time consuming. And on the net I keep seeing pages where all the navigation columns are the same.

The customer don't want frames btw.

Anybody know how to do this? It would be best to do it using templates because the site is large. But even if the template is correct, several of the pages end up wrong.
