Need help me figure this actionscript, out that only works sometimes

I am trying to help a friend out and figure what is going on with this action script file, it only works sometimes. Somebody else wrote the code and looking at the code it is incomplete. There are two "IF" statements in a row but I don't know exactly what I need to do to fix it, else and else if don't seem to help. If anyone can guess what to do I would appreciate it.

A thousand thank you's to anyone who can figure it out. It seems easy enough but is for some reason stumping me and I don't know why. It's a small script and pretty simple.

It's so weird and sporadic. If you keep running the cursor over the animated buttons back and fourth, or sometimes even right away the image will turn to a white background and not change till you select a different link/animated button. I guess to randomly get the error just keep moving back and fourth between buttons with your mouse for a few minutes and it will happen. Or sometimes different animated buttons will not change the image to the correct image or the image will get stuck. I know it is something in the action script that I keep missing, probably left out from the original code, if you have a chance to look at the fla maybe you can figure it out. I am stumped.
