Rollover

If I have images:

1.jpg
2.jpg
3.jpg

How can I make it so that 1 is always there, 2 is when mouse is over, 3 is when mouse is down.

I can't do flash at all... Thanks

create a new button.
In the first frame set image1
Second frame (over) set image2
Third frame (down) set no 3
