1and1.com is having an awesome special. You get their Profession Package, which is normally $30 a month, absolutely free for 3 years. After the three years, you can choose to purchase any of their paid plans, or delete your account entirely. NO COMMITMENT!!

Comes with shell access (SSH), MySQL, 500MB of webspace, and lots of other stuff!

The setup process does take a bit of time, and the control panel takes some getting used to, but 500MB for free is worth a little inconvenience IMHO!

You can also register domain names for $5.99, which is the cheapest I've seen.
