Can any1 proivde with 1mb/50mb BW, PHP, FTP, 1 e-mail, no-ad hosting?

Here's the deal, I have accounts on two web-hosts already, but one doesn't support the domain, and the other one has about 60% uptime...

I'm just looking for something to host my homepage...well, not the entire homepage, just something to put with my domain, and a counter.
So I'm looking for this:
99% (or better 100%) uptime
1-5mb space
1 ftp account
1 pop3 account
1 mysql database
php (preferably very updated with GD 2.0+)
don't worry about bandwidth, I don't think I'll ever exceed 20mb/month
about ads, I really hate them, so no, I don't want any, but I will put a text link(1 sentance), or a (88x31 button) on everypage if it is required.
I am usually not online, so I can't post in forums.
If possible custom 404 pages, for creativity.
Also, I already have a domain (http://mctrafik.net), and I do send mail through mail() in PHP...
If the host is extremely good(been around for years, and not gonna go nowhere, like others do), I can afford around 3 dollars for activation, but seriously, for a 16-year-old high school student, don't expect me to have a credit card...

Why would a 5mb worth of Webspace need GD2?

a counter??? 88x31 counter think about it. Better to generate it with 100% quality than to store a gif image or something. I don't know. I like to generate small stuff. It's much more creative when I fight for the space consumption.
But still, anyway, who says I can't index photos from another server?...I know the BW limit kicks in, but it's getting complicated. I just don't like to be restricted..and basicly if a host has the latest GD, it shows that they update their software and care for their users.
Anyway, this is why I wrote "will condider".
I'm only getting 1mb space right now, when I asked 1 - 5, so you see I'm flexible
