Hello, if you are a non-profit company or organization, then i will gladly set you up with some space to get you started. i am talking about 100MB with 5GB transfer, POP3 and everything else of course.
If you are trying to learn PHP or HTML, i can give you 50MB and 2.5GB transfer sicne you probably will not have lots of outside traffic.
If you just can't afford to spend a cent and need hosting, i exchange server space and transfer for content or advertisments.
