Need reliable host /business partner

I am starting a web design company, and am looking for a reliable hosting company (one that wont crash on me) to be my host and maybe even business partner.

If you can provide me with the following...
100mb for single account, or 2gb for reseller
1gb transfer for single, or 10gb transfer for reseller account
Free Shared SSL Certificate
CGI, FTP, and Perl support
Reliable hosting (99.9% uptime)
Cheap or no monthly fee ($0-5 for single, $10-12 for reseller)

Then I will link to you on my site, drive lots of traffic to your hosting site, recommend you to my business clients, and, if possible, I would like to set something up where I sign up my web design clients with your hosting service or resell your services under my company's name.

P.S. - any rebates in price will be gladly appreciated, and I will pay you back with extra traffic directed to your site.
