Lightbulb Requesting Free Hosting
Launching this request off, my website will be configured into a community. PHP and mysql are my first options in doing this. The following is just a estimated request of what I want in order to complete this task:

50-100 MB of Space
1-10 GB of Bandwidth
PHP (absolutely must) & any other script support
1-5 MySQL Database
Cpanel or Ensim or any other control panels
Subdomains support
FTP Accounts

I know free hosting is not possible without any advertisements or money, but I'm willing to add any advertisement to pay off the hosting.

Any help will be greatly appreciated.

250 MB of Bandwidth isn't enough to fulfill this project. Though it does has nice features to incorporate with.
