Is it possible to self host one's own website for free? And if so, how could i go about it?

Well there are some pros and Cons to this method.

The Pros :
1) You have your own "web server"
2) You can host to install every thing to anything you want and no one to pester you..

The Cons :
1) Whats your Up and Down stream?
2) Are you able to leave the Computer on for like 24/7
3) Can you maintain it?
4) Do you have a UPS just in case the power goes?
5) Support... well you are the only one
and so on......

But it would be fun to have a go at it. But be sure you backed up your important files before you start configuring your PC.

There is service called NoIP (http://www.no-ip.com). You can use this to resolve your own domain name to your IP address, weather you have a static ip address or a dynamic one (although the service is intended for those that have a dynamic ip address).

but for apache you must own your a domain and i only have xp home, so i cant use IIS

I wouldn't advise running anything like this on XP home. Even on XP "pro", the security is crap and the settings difficult to find or enforce.

You'd be better off with windows 98 almost

Get yourself upgraded to windows 2000 and take a look at Apache2triad. Everything is already set up for you, just review the docs.
