Angry Caldera 3.1 server, FTP Can't chmod files

I have installed caldera 3.1 server and everything is working except I get an error when I chmod any file

502 CHMOD command not implemented

I tried everything I know with the users and I cannot find out why. Has anyone seen this error before on any linux box and could you point me in the right direction.

Are you using ProFTPD?

If so, make sure AllowChmod is set to on in /etc/proftpd.conf.

If your not using proftp, reply with the name of the program you are using.

I am using wu-ftpd.

the ftpaccess file has the correct permissions. In fact it is set for all users but still no luck.
