    client with problems using FTP

We have a European client that has problems connecting via FTP. They connect fine, but then when they go to download a file, get a "421 Service not available, remote server timed out." We are running Linux 6.2, latest WU-FTPD. Here is a clip of their FTP session:
    ---
    Remote system type is UNIX.
    ftp> cd www/
    250 CWD command successful.
    ftp> ls
    500 'EPSV': command not understood.
    227 Entering Passive Mode (66,70,210,107,16,135)
150 Opening ASCII mode data connection for directory listing.
    ....
    get filename.html

421 Service not available, remote server timed out. Connection closed
    ---

Is this a problem with EPSV? Do they need to enter passive mode? Any tips/help would be greatly appreciated.

Could this setting in ftpaccess cause the problem?:
    ---
    passive ports 0.0.0.0/0 4000 4500
    ---

If this is the problem, just trying to figure out if this is a needed entry, ramifications of removing it, problems with ipchains/iptables, etc...
