FTP - Data Connection - Further Definition

I'm new to FTP with our ERP software at work and I have to answer some questions for the hire-ups. Here is the scenario I am trying to understand and cannot seem to find the information on the web:

    Players:
    Client A
    FTP Server X
    Data Server Y

Client A sends download request to FTP Server X to download a file that is located on Data Server Y.

Here's the question: When the file is downloaded, does it go through the FTP Server to be downloaded to the Client or is it directly downloaded from the Data Server to Client?

The end goal is to reduce network traffic from our main office to multiple satellite offices and we're trying to determine where to place our equipment effectively. Thank you in advance!

It will go through the FTP server first.

Take it as Ftp server is serving files, so at least they are going through it. Later if those files are in other servers you're increasing your network traffic...
