Unhappy FTP issues

This one is more than a bit complicated, so I'd better put the whole thing down.
I am working on a website which is using a MySQL based php coded online store. This isn't about that.
I'm using Dreamweaver (because it's nice and easy) to manage and upload files and the odd bit of htm when I don't want to mess about with the PHP.
Now the other week I was working fine with my managed server provider, quite late at night. About 10pm the whole server crashed. (I was assured it wasn't me) Now since then it's come up again. Then just last night it was transferred to a different server. I've been able to view the remote site via dreamweaver, ftp explorer and SmartFTP using the login and password I always have done. However nothing I do seems to have an effect on the content of the site.
Let's say I have a file called puppy.jpg.
I upload puppy.jpg or publish it whatever into the /images/ directory. Dreamweaver, ftpexplorer and smartFTP all say that the file is there in the directory. So I type in the URL (http://www.theurl.com/images/puppy.jpg) -not actually the URL but I'm not mentioning names here- and I get the usual 404 message saying file not found.
What's going on?
Any ideas? Anyone seen this before?

Do you use the host name (www.theurl.com) or the IP when connecting to FTP? If you use the IP and that changed in the server move then it might be the cause of your problem because it'll take a bit of time for the new IP address to propogate to all DNS servers.

FTP issues continue

Okay. How long is it supposed to take for something to propogate?
I think it might actually have been a file propogation problem. Boy do I feel stupid.
Well I guess I'd better call up my server manager and thank him.
But I have noticed that SUDDENLY out of the blue the files that I post are propogating (is that the word?) instantly.
