How Do I Create Multiple Ftp Users?

I am wondering how to create multiple FTP users for my company's website. I have somewhat of an idea of where to begin, but have decided to post this message after not finding any information whatsoever. I don't use FTP programs, and work strictly with files on the FTP using the old, yet reliable Notepad. I have been looking at a folder titled 'vti_pvt' on the server, where I believe I will find my answer. However, I'm not for sure. Any help would be greatly appreciated.

I am having the same problem

Using IIS for 2000 server, I need a way to add non-administrator group users access to my ftp site. And so far no-matter what I have tried, I can only get the administrator account to login on. I can't find any information on this and I have searched for days now. Thankyou for any input.

Additional Help Needed

Thank you for your help teki associates, but it seems that I have not supplied essential information in finding the correct resources. The website that I administer is not hosted on our local machines and is web-based, therefore we are not running our own servers. Also, we use Windows XP but this probably has no effect on what I am needing to do since we don't host our own website. Again, thank you for your consideration but I still need additional help. If anyone else can be of help please respond.

If the server is not your own use a ftp client to access your files. You can find details from your webhost/support pages.
