Use telnet or ssh to connect to a remote PC (if allowed)

You can download PHPDev tool from http://firepages.com.au

The software package has a mysql, phpmyadmin, cerberus ftp server, forum board and more. 10++ MB is the size.

You can deny other people from accessing your folders by putting your files/folders in

%phpdev%/private rather in /public folder

be careful in deleting some files especially if you think that the file is rather important or not. Thank you. ^_^

FTP has nothing to do with Apache.

You have to install a seperate FTP daemon. Which still has nothing to do with Apache.

ftp doesn't work with apache. Meaning they don't interact with each other. But they can, and usually are, run on the same computer together.
