how to build a ftp server for small network?

I've just discovered IIS on my company's Win2K server, and am quite excited, but I think my excitement might be premature.

Here's what I'd like to have:
An easy way for my company's employees (about 10 of them) to log in to the server remotely, access and edit their files - but ONLY their files.

I have folders with permissions for individual users set up using NTFS on the server. I've built a website that will browse the files on the server and allow users to only access those folders to which they have permission. But this doesn't allow them to edit the files, only download them.

I've tried setting up an FTP server, but it only works for members of the Administrators group. I don't want to make everyone an Administrator, because I don't want them to be able to access each other's private folders.

Digging around, I'm finding maybe FTP isn't the best way to do this, because of cleartype and security issues. Does anyone have any advice on how to set this up? If I should use a VPN, can you give me any pointers on places to learn about setting that up?

I know you can do what you want with FTP, but I'm not up on the IIS FTP service.

you can create a "file server" and just give access to the owners folder.

for example:
share one of your drives (or folders)
create folders for each user (named user1, user2, etc)
only grant access to user1, user2, etc for each of their folders.

if you created an FTP server, you would constantly have to dl/ul the files, and that would get annoying, real fast.
