What is the best method to securely transfer files for 100+ users?

I currently use pureftpd with "virtual users" using mysql as a back end. The users are not transferring files securely though. I am trying to find out the best (most recommended) way for 100+ users to securely transmit files to my server. From my research, it looks like I have a few choices:
    1. SFTP
    2. FTPS
    3. SCP

Does anybody have any insight on what would be the most simple way to setup secure file transfer access for a large number of users?

Unless you have/want to configure SSH access, FTPS is probably the simplest. Their README

I don't want them to have ssh access. But there are things like rssh and rbash if I didn't want to use ftp. I read a lot of things that said ftps is a hack of a fix for the overall insecure ftp protocol. So that makes me not want to use ftp at all. But with pure-ftpd, I can easily manage all the users using mysql.
