New to FTP

I know this is a really noob question but say I have a file in city A. I want someone to DL it from city B. I trust this person so security wont be a problem. How do I set up an FTP so city B can DL files from me? Sorry about the noob question. Dont know where else to look.

Also I have DLed filezilla and filezilla server. Messed around a little and still cant connect. How do you make a host name and what port to listen to?
